Passing the Buck?

Jurisdiction is the legal term for the legal authority granted to a legal entity to enact justice. And so it is when Little Egg Harbor claimed that it is an Ocean County responsibility to provide disable parking for its newly redesigned Mystic Island beach because the beach sits on Radio Road, a county road, which would put all matters of parking into the county’s hands.
ADA parking is parking that complies with the American With Disabilities Act, a federal law. Is the township acting within the spirit of this law or is it just buck-passing an obligation to the county?
It should be noted that Chapter 7-12 of the township code states the township shall make reasonable accommodations to make its facilities accessible to and usable by individuals with disabilities. An individual shall not be excluded from participation in or be denied the benefits of the services, programs or activities of the township due to disability.
